Funding cannot be used to fund their normal services or activities (e.g. school curricular projects etc).
Funding cannot be used to fund services, activities or works for which they have an ongoing responsibility (e.g. repair, maintenance and routine improvements to their facilities and/or services should be met from the local precept, school or other service funds).
